What other tops include and we do not
Binance is often listed “for Russians”, though a RU resident’s regime is not Bybit’s. We do not paint it green until we run the scenario. HTX, Gate, KuCoin sit in media tops too — we have no live check, so we do not drag them in for completeness.

Which crypto exchanges work in Russia in August 2026?
As of 23 Aug 2026 BingX and MEXC open with RUB P2P. Bybit works with bank-filter friction. OKX is partial. Bitget has no tick of ours. This is not “approved by the central bank”.
Are there CEX with a Bank of Russia licence?
An international CEX and future onshore rails are different contours. We do not call BingX or Bybit an “official Russian exchange”.
Do you need a VPN?
In a household check BingX, Bybit and MEXC opened without a VPN. That is not a forever promise: an ISP can cut access separately from the venue’s policy.
